Florida Statute 189.0694 took effect on 1 October 2024. Every special district must now publish goals achieved and goals not achieved on its own website by 1 December each year. The Nullam Method is the operational framework for getting that report right.

    Establish the framework

    Every special district must establish documented goals, objectives, performance measures and standards for each programme and activity it undertakes.

    §189.0694(2)

    Publish the results

    By 1 December each year, each district must publish an annual report on its own website describing both the goals it achieved and the goals it failed to achieve.

The Nullam Method is a 12-module governance framework originally developed for Local Authority Trading Companies in the UK — the British equivalent of municipal authorities and special districts, whose accountability obligations closely parallel those of Florida special districts.
