Pressure-tested in the regime that's had the longest to think about this.

Nullam Method was built in the United Kingdom for a sector of government-owned commercial vehicles called Local Authority Trading Companies, or LATCos — the British equivalent of municipally-owned authorities and special districts. There are over 700 LATCos in England today, covering housing, energy, leisure, commercial property, waste services and social care.

The Localism Act 2011 gave UK councils the General Power of Competence — broad legal authority to act commercially. It did not give them a governance framework for doing so. That gap is the problem the Nullam Method was built to solve.

Twelve modules covering every dimension of governance, performance and assurance for government organisations operating in a public-accountability environment. The framework has been refined against hundreds of UK government organisations and the full range of audit regimes that apply to them.

Florida focus

Florida is the right market. FS 189.0694 is the right moment.

Florida is in a remarkably similar position to the UK. Article VIII of the Florida Constitution and Chapter 166 grant municipalities broad corporate and proprietary powers — the closest US analogue to the UK's General Power of Competence. Hundreds of special districts, CRAs, and CDDs have used those powers to build substantial commercial operations.

FS 189.0694 is the moment Florida law caught up with the accountability implications of that activity. The same question the UK has been answering for over a decade is now Florida's question.

We bring the framework, the operating model, the audit experience, and the toolkit. Districts bring local knowledge, the existing programmes, and the relationships. Together that is a faster, more defensible path to compliance than building it from scratch.
